Learning objectives/outcomes

  1. Identify the requirements of the Environmental and Social Performance Standard 7: Indigenous Peoples (ESPS 7) and the differences of the standard with respect to the OP-765 safeguard policy for application in development projects in the Latin America and Caribbean region
  2. Identify the characteristics of the Indigenous Peoples groups or communities to which the ESPS 7 applies and some of the essential elements for implementation
  3. Identify the situations in which there is a need to conduct a sociocultural analysis, an Indigenous Peoples plan, when to obtain Free, Prior and Informed Consent, and the implementation of culturally appropriate participation and consultation processes in accordance with the circumstances in development projects and the best practices to carry them out
  4. Examine the relationship between the ESPS 7 with other standards in the IDB Policy Framework in the implementation of projects, as well as highlight certain transversal issues of particular importance when Indigenous Peoples are identified in the area of influence
  5. Characterize the particular cases included in the ESPS 7: Indigenous Peoples and the measures to be incorporated in development projects for these cases

Learning experience and activities

Self-paced Course that includes:

  • Five modules with infographics describing the main requirements of ESPS 7
  • A multiple choice assessment test for each of those five modules

Course content

This course has five modules covering the following topics:

  • Population data on indigenous peoples in Latin America and the Caribbean
  • National and international legal framework of the LAC region
  • Key elements of the Environmental and Social Performance Standard 7, ESPS 7
  • Comparative analysis of the OP-765 policy and ESPS 7
  • Implementation requirements of ESPS 7
  • Challenges and alternatives for the identification of communities or groups of Indigenous Peoples
  • Components of the Sociocultural Analysis (ASC) and Plan for Indigenous Peoples
  • Cases in which to obtain free, prior and informed consent (FPIC) and basic characteristics of the indigenous consultation
  • Cross-cutting issues of the ESPF in ESPS 7 and Standard 6 on Biodiversity Conservation and Sustainable Management of Living Natural Resources, Standard 8 on Cultural Heritage, and Standard 9 on Gender Equality
  • Special cases of ESPS 7 (Transborder Indigenous Peoples, Indigenous Peoples who migrate and Indigneous Peoples in isolation and initial contact)

Assessment

Those who obtain the credential performed at least the following activities to complete the course:

  • Read the course content
  • Watch the proposed videos
  • Take four learning assessment tests with:
    • 80% correct answers (one quiz for each course module)
    • Three attempts to take each test, and guiding feedback after each attempt. The highest score is kept
    • All modules have the same weight (20% each)
