1. Identify the critical structural elements for an effective and efficient response to emergencies and natural disasters.
2. Identify the necessary coordination actions among various stakeholders when activating a contingency plan.
3. Assess the importance and benefits of working proactively and in a coordinated manner to drive the required changes that enhance efficiency and provide certainty in emergency operations.
