Criteria

To enable participants to choose and apply appropriate tools and methods to manage all stages of the project cycle
To be able to elaborate terms of reference (ToR) for a needs assessment
To conduct a needs assessment
To identify needs, stakeholders, and sources of information
To design a logical framework and its related activities
To design a monitoring and evaluation framework for the project, selecting the appropriate tools and indicators
To choose relevant criteria in order to develop terms of reference for an ex-post evaluation
