Earners of the Core Certification in Monitoring, Evaluation, Accountability and Learning (MEAL) have demonstrated that they have an understanding of the fundamental aspects of MEAL systems and activities needed by all practitioners engaged in MEAL activities in humanitarian and development contexts. This includes the components, concepts, and principles of MEAL; planning, designing, and implementing MEAL activities; data management and quality; and analysis, interpretation, and communication.

The International Association of Professionals in Humanitarian Assistance and Protection (PHAP) is the individual-based professional association bringing together all parts of the humanitarian sector. Criteria

  1. Achieved a passing score in the invigilated/proctored MEAL Core certification assessment, which measures performance against the MEAL Core certification competency framework.

  2. Committed to abide by the PHAP Code of Ethics and Professional Conduct

  3. Agreed to participate in the continuing education program for maintaining the certification or otherwise undertake a re-assessment at the end of the certification period
